It's pretty difficult to diagnose like this. It's either one or more of the hoses, the reservoir, the pump or the rack. You may have to clean it all up, refill and look for leaks to figure out which. Reservoir and hoses are relatively cheap (except the high pressure hose).The power steering cooler is integrated into the a/c condenser in front of the radiator, hoses leading to it can wrap around the radiator as you describe. Coolers and their hoses can leak and pool fluid in the lower radiator core support then drain when you park. Probably need a serious cleaning.
