The Howell kit is a company taking a GM TBI system and changing it a bit. All you need for your own conversion is to visit a junk yard and find a Chevy with the vin code Z for the engine. My Chevy 350 has has some CA smog stuff removed by the PO. In lieu of purchasing and installing the old style smog stuff back on it has been suggested I have TBI installed. A quick Google check indicates they retail for around $1300. I figure another 8 hours of skilled labor to install. ($800??)

Pull the fuel input to the TBI and see if you've got gas circulating from the pump to the inlet to the TBI. Edelbrock has a full multi-point EFI system But really, the ONLY reason to go with the Howell setup is for smog compliance. Here in CA your Waggy would be smog exempt.
