I've tried all the programs and files on the nexus that claim to affect it. I've tried several mod manager inbuild function (NMM, Vortex, FOMM, MO) but nothing I try will work. I'm trying to install NMC hi-rez texture but the roads and signs stay vanilla while the other textures change.
